Hewitt council asks staff for full text, budget estimates for House Bill 5267 amid local autonomy concerns

At a regular Hewitt City Council meeting, council members asked city staff to obtain the full text of House Bill 5267 and to prepare estimates of how the bill’s inflation and population adjustments could affect the city’s budget ahead of the next budget cycle.

Council members raised the bill twice during the meeting. One council member opened discussion by asking whether bill details were included on the agenda and noted the bill’s reference to adjustments for inflation and population. City staff said only a summary was available at that time but agreed to obtain the full bill text for the council.

Members said understanding the bill’s fiscal effect was important before preparing the city budget. A council member said, “This $52.67 is a scary deal to me,” and several council members framed the issue as both fiscal and a matter of local autonomy. Councilors discussed whether to communicate opinions to their state representative or senator and whether the Texas Municipal League (TML) would coordinate advocacy or testimony.

City staff agreed to try to have a copy of the bill and a summary of likely impacts prepared by the next meeting. Councilors also discussed options for a joint communication or individually contacting their elected state officials depending on TML’s recommended strategy.
