City staff presented an amendment April 14 to the RH2 professional services agreement for the northwest irrigation system upgrade project, which would enable the city to receive water from the South Columbia Irrigation District through a proposed pump station.
The project envisions a pump station in the Broadmoor–Iris Lane vicinity and work to accommodate new parcel shapes and platting and special‑permit conditions. Staff said the U.S. Bureau of Reclamation (USBR) municipal/industrial water lease agreement is near completion but required edits delayed bringing the contract to council that evening; staff expects to present the federal agreement in approximately two weeks.
Director Sarah (presenter) said the design scope must step back from a 90% design level to approximately 60% to accommodate changes imposed by planning and permitting, and the recommended amendment to the RH2 contract was for design support and construction‑phase services totaling just under $234,000. Staff indicated the project team aims to advertise the design/construction work this summer if agreements are finalized and to have the system operational in 2027.
Council asked for clarifications; no public comment was offered on the item. Staff did not take a formal vote or adopt the amendment at the workshop; instead, they presented the scope, timeline, and anticipated next steps and said they would return with the USBR agreement and, at that time, present any required contract amendment for council action.
