Maintenance supervisor warns of failing roofs at county buildings; Dominion LED replacement program and park updates noted

Jeff Shepherd, county maintenance supervisor, told the board that a Garland Company roof assessment (begun in 2022) has been updated and that the administration building roof is showing primary layer shredding and will likely require an overlay. Shepherd said the under‑structure remains sound and that a relay overlay (rubber roof and added insulation, capped with an aluminum coping) could extend the roof life 15–20 years. He said the health department and the older jail roof sections will require targeted repairs.
Shepherd also reported Dominion Energy has a program to replace incandescent and fluorescent bulbs in government buildings with LED fixtures free of charge; staff are working to enroll county buildings in that program. On parks, he said a new trail from the lower soccer parking lot to a new restroom has been installed, stonework is nearly complete and staff are finishing a handicap ramp to the new bathroom; additional topsoil and a walkway remain to open the restroom and field prep continues for the sports season.
