Board authorizes staff to study zoning changes for mobile dining and food trucks

The Botetourt County Board of Supervisors agreed to authorize staff to pursue a review of the zoning ordinance language governing mobile dining and food trucks and to place the task on the county's ordinance work plan as staffing and software-implementation capacity permits.
Community Development staff told the board that requests for mobile-food services have increased and that the range of mobile dining units has broadened (food trucks, retrofitted school buses, historic vehicles). Staff recommended a comprehensive assessment to determine appropriate zoning districts, whether the use should be permitted by right or require special exception, and any supplemental regulations (hours, sanitation, parking, permitting). The planning commission recommended initiation of the staff work.
County staff said the amendment is one item among several pressing work-plan items, including a comprehensive plan update, fee-schedule changes and permitting-software implementation; staff proposed tackling the mobile-dining ordinance work as capacity allows and likely following other tasks, with an anticipated more comprehensive zoning review in early 2026.
The board moved and seconded a motion to concur with the planning commission's request to authorize staff work on the matter; the motion passed by voice vote. Supervisors who spoke said they supported addressing the issue and noted it will require careful definition of the term "mobile dining" and coordination across departments.
