The Memphis City Council on April 22 held, for 30 days, an appeal of a Land Use Control Board approval to subdivide 4014 Grandview Avenue into two single-family lots.
The appeal, filed as case S24-41 by neighbors represented by attorney David Wade, asked the council to reverse the LUCB decision. The council heard presentations from neighborhood representatives and the applicant’s attorney, followed by a staff report from the Division of Planning and Development.
David Wade, identifying himself as counsel for the appellants, told the council that “since this is an appeal, it's heard on the record only as to what happened in the Land Use Control Board, and you all acted in judicial capacity. So you're deciding whether the Land Use Control Board acted properly or acted arbitrarily and capriciously.” He and other speakers…
