Staff says EPA groundwater remediation at Grove & Delphine is in engineering review; timeline uncertain

Engineering staff said earlier urgent work — demolition of the former facility, soil excavation and a clay cap at the surface — was completed at an earlier EPA action. The remaining concern is subsurface chromium in groundwater pathways. Recent on‑site test borings encountered chromium at deeper levels than anticipated, staff said, prompting the EPA to reengineer the injection‑well remediation plan and to rebid contractor work.
Staff warned that because much of the contamination is underground the EPA has deprioritized the site for immediate action in its national ranking system; the agency completed above‑ground mitigation but is treating deeper remediation as a longer‑term activity unless funding or prioritization changes. Staff said the injection wells are installed but not yet operational and that EPA scheduling has slowed because of federal staffing and travel restrictions.
Mayor Ronnie Velasquez and council members asked whether congressional offices could help; staff said they have been in contact with Representative Lance Gooden’s office and will continue outreach, and they will provide updated briefings to council in advance of the next stakeholder meeting in early May.
