The Terrell City Council voted on April 20 to extend for two years the city’s retail food‑service inspection contract (RFP 2043) with D State Inspection Services and added a requirement that inspectors use body‑worn cameras during inspections.
The extension followed public comment from a local business owner who reported what she described as inappropriate conduct during recent inspections and asked the council to delay an extension until concerns were addressed. Municipal Development staff said the contractor completed one contract year, brought 50 previously uninspected establishments into regular inspection cycles and operates at a lower annual cost than the city’s former arrangement.
Assistant Municipal Development Director Raylyn Smith and other staff said the department will continue to monitor performance, handle individual complaints through an established vetting and follow‑up process and can terminate the contract if performance lapses. Council members and staff discussed customer service, scheduling of inspections and the importance of consistent procedures across businesses.
Council voted to approve the two‑year extension and to require body‑worn cameras on inspection visits so management and the city can review complaints and confirm inspector conduct. The motion to approve the extension with the camera requirement was moved and seconded and carried by the council members present.
