The Terrell City Council approved Ordinance No. 3,102 on second reading to expand the city’s extraterritorial jurisdiction to include portions of a 2,600‑acre Hunt Petroleum tract on the far east side of town.
City staff explained the expansion brings the entire tract under common planning rules instead of having some pieces outside the ETJ. The areas added are narrow strips near Interstate 20 that fell outside the city’s mile‑limit boundary. Staff said the expansion is voluntary and intended to simplify future development sequencing — staff signaled that the full 2,600‑acre project would be annexed in phases as development progresses.
Council asked whether the ETJ expansion differs from a voluntary annexation agreement; staff explained the approach allows sequential annexations as parts of the property are developed. The measure passed on second reading after a brief discussion; Mayor Ronnie Velasquez moved the ordinance and Councilor Phil Robinson seconded the motion.
The ordinance appears to be a precondition for future tax‑increment reinvestment zone (TIRZ) considerations and construction planning on the tract.
