Council annexes 276.6 acres for industrial distribution project; traffic study to follow

The Terrell City Council on April 20 approved Ordinance No. 3,101 to annex about 276.6 acres of land the city identified off Airport Road and adjacent to Interstate 20.
City Manager Max Yim and city staff said the annexation is a voluntary petition from Hunt Petroleum and follows earlier development-agreement approvals. The parcel lies across from Longhorn Manufacturing and AutoZone and will be developed for light industrial and distribution uses, a zoning decision the council previously approved.
The council and staff told residents the developer’s proposal — called Project Spitfire in staff materials — includes a large truck parking and distribution facility. Staff said the construction plan phase will include a traffic impact analysis submitted to the Planning and Zoning Commission this week and returned to council in May; that study will specify expected daily truck trips and recommended turn-lane improvements on Airport Road.
Council members asked for details about truck volumes and safety measures. Staff said the TIA will show lane and turning improvements and noted the site plan identifies more than 1,000 truck parking spaces; staff did not provide an estimated daily truck trip count at the April 20 vote and said the TIA will provide those numbers.
Councilor Donna Renee Anderson asked whether annexation gives the city more control and whether the project would occur outside city limits otherwise; staff said annexation allows the city to impose land-use and public-safety requirements and to capture some tax and infrastructure benefits. After limited discussion, Councilor Phil Robinson moved and Mayor Ronnie Velasquez seconded the ordinance; the motion passed unanimously of those present.
Planning staff said further construction-plat and traffic-study steps will follow, and the city will publish the TIA results when they are presented to the Planning and Zoning Commission and council.
