Perry council approves three firms for continuing engineering services after presentations

Following a third‑party review of RFQ responses and short presentations by the top firms, the council authorized continuing‑services contracts for up to three engineering firms to provide on‑call design, grant writing and construction support.
City consultant Deborah Howard (Surcap) and city staff led a review of responses to an RFQ for continuing engineering services and invited the top three ranked firms to give short presentations. After hearing 3–5 minute summaries from Northport Professional Services, a large regional firm (name given in packet), and Ardurra/other firms, council voted to place the top three firms on continuing‑services contracts.
Howard explained the review process and that the intent of continuing services is to prequalify firms so projects can be assigned without repeated public advertising, provided project costs fall under procurement thresholds. She told the council the review included references, interviews and a scoring rubric.
Presenters described experience with rural utilities, grant writing and FDOT and SRF prequalifications. Northport Professional Services outlined its survey, lidar and QA/QC practices and said it seeks to act as an extension of city staff; another presenter emphasized grant experience and long-term rural water/sewer projects.
City staff advised that selecting three firms provides options for different project types (roads, water, sewer, grant work) and that individual projects would still require scope and rate reviews when issued. A motion to enter continuing‑services contracts with the top three ranked firms passed by council vote. The council directed staff to draft contracts and return them for signature and to provide rate schedules when available. The vote authorizes contract awards; specific task orders will follow.
