The board also approved a contract authorizing purchase of two adjoining parcels near City Center for $2,100,000; that purchase passed 3–1, with Vice Mayor McDonald recorded as the lone “no.”

- Resolution 16-25 (annexation by owner consent, Croquette Road, 28.75 acres): approved 4–0. The property owner (Northcutt Custom Homes / Tim Mangrum) proposed later rezoning to RS-15; staff said the parcel is inside the urban growth boundary and contiguous to city limits.
- Resolution 17-25 and 18-25 (acceptance of subdivision improvements for Cumberland Estates phases 1 and 2): both approved 4–0. Staff said required bonded improvements (roadway, curb and gutter, sidewalks and storm infrastructure) met city standards and could be accepted into the city maintenance system.
- Resolution 23-25 (purchase contract for two parcels adjacent to City Center Way / Highway 100): approved 3–1. The parcels total roughly 5.34 acres; the seller and buyer agreed on the appraised sale price of $2,100,000. The board debated the timeline and due diligence period; the contract includes an inspection/due-diligence period before the May 15 date in the agreement. Commissioner tally: Buffalini — Aye; Roberts — Aye; Anderson (Mayor Lisa Anderson) — Aye; Vice Mayor McDonald — No.
What the board directed
City staff and the city attorney said they would complete the contract's due diligence items (title review, Phase I environmental review, survey review and other customary inspections) within the contract inspection period. Commissioners asked staff to provide those reports to the board as they are completed.
The board also scheduled future hearings and rezoning actions related to the Croquette Road annexation to follow the annexation vote.
