Housing coalition briefs commissioners, urges action as federal funding outlook worsens

A multi-agency housing coalition told the Okanogan County Board of Commissioners on an unspecified April meeting date that proposed federal and state budget reductions and changes to Medicaid risk straining local housing and social services across the county.

The coalition — represented by executives from local behavioral-health, victim-service, shelter and housing organizations — outlined ongoing work on a five-year housing plan led by an outside consultant and urged commissioners to monitor anticipated recommendations and meet with the coalition on next steps.

"Our intention behind coming today was really we wanted to introduce ourselves to Commissioner Tim, and make sure that, you know, you're familiar with the housing coalition," said one coalition presenter. The group said West East Social Impact, a consultant from San Antonio, has held more than 60 meetings with local stakeholders and will run public listening sessions May 5–13 in towns across the county.

Coalition members described an immediate pipeline of planned projects (including roughly 50–90 units across several developments led by Community Action, the Housing Authority and other providers) but said those projects and existing providers now face funding uncertainty. Speakers said the president's proposed budget has zeroed out some programs that local households rely on and that state-level cuts to Medicaid payments are also under consideration.

"When you make things harder, financially, for a community like Okanogan County…we're increasing that, but we're also reducing the budgets of all of our organizations," a coalition speaker said, warning that fewer preventive services will push more residents into crisis systems such as emergency departments and shelters.

The coalition presented a short "impact statement" signed by roughly 60 community leaders and asked commissioners to support outreach and advocacy. Coalition leaders also asked commissioners to attend the consultant's listening sessions and to meet separately for deeper briefings and to receive a short set of talking points they can use with state and federal lawmakers.

Commissioners expressed general support and said they would follow up with one-on-one meetings with coalition members. Commissioners also discussed the value of the planned housing plan as a tool to coordinate investments and stressed interest in any brief written points the coalition can supply for meetings with state and federal representatives.

Coalition leaders said the housing plan will come back to the board for adoption after public hearings and community outreach; they asked the board to stay engaged as the consultant finalizes recommendations.
