The House Committee on Judiciary completed three work sessions April 22 and voted to advance three Senate bills to the House floor with due‑pass recommendations.
Vice Chair Walling moved Senate Bill 166A to the floor; the bill changes terminology for persons licensed to practice law from “member” to “licensee,” adds a reference to Supreme Court rules for procedures such as admission and reinstatement, and modifies the Oregon State Bar Board of Governors quorum requirement from two‑thirds to three‑fifths. During the committee roll call the transcript records the following affirmative votes: Representative Anderson; Representative Chi Chi; Representative Lewis; Representative Mannix; Representative Tran; Vice Chair Johnson; Vice Chair Wallace; and Chair Crow. The motion passed.
Vice Chair Wong moved Senate Bill 167 to the floor; SB 167 updates the Oregon Uniform Commercial Code to address digital assets and electronic money, clarifies criteria for who has “control” of a digital asset for transfer and enforcement purposes, and modernizes terminology to incorporate electronic communications. The transcript records committee votes of approval with Representative Anderson; Representative Taichi; Representative Lewis; Representative Mannix; Representative Tran; Vice Chair Johnson; Vice Chair Waller; and Chair Kopp recorded as voting aye/yes. The motion passed.
For Senate Bill 168A, which makes several changes to estate laws (including parentage for intestate succession, exclusions from simple estate affidavit limits, the application of harmless‑error law, and discovery in probate), the committee voted to advance the bill after a motion by Vice Chair Wall. The roll call recorded affirmative votes from Representative Anderson; Representative Shaikh; Representative Lewis; Representative Mann; Representative Tran; Vice Chair Johnson; Vice Chair Waller; and Chair Krebs. The motion passed.
Each bill’s sponsor or a committee proponent summarized minimal or no fiscal and revenue impacts during the work sessions. The transcript also notes prior Senate floor vote counts reported by staff for some measures: SB 166A was reported as having received “27 ayes and 1 nay” on the Senate floor; SB 167 “27 ayes and 2 nays”; and SB 168A “28 ayes and 0 nays.” The committee has forwarded the three bills to the House floor for further consideration.
