The Kankakee City Environmental Services Utility committee at its April 21, 2025 meeting approved minutes from Feb. 18 and March 17, approved the presented bills, and voted to forward two items to the full City Council for action: a continuing-spending resolution and the Basin 9 sanitary manhole rehabilitation contract award.
Committee members voted to approve the minutes from Feb. 18 and March 17, 2025 after a motion by Alderman Johnson and a second from Alderman O'Brien. The committee then considered bills presented for payment. The chair reported bills in the amount of $686,729.39 as of April 21, 2025, and additional bills dated April 7, 2025 totaling $336,002.72 and $0.11, with combined totals noted in the packet. A motion to approve the bills was made by Alderman Swanson and seconded by Alderman Lasinga; the motion carried.
On new business the committee considered a continuing-spending resolution that would allow Environmental Services Utility to pay operating bills under the prior year budget until the FY26 budget is adopted. The committee voted to recommend the continuing-spending resolution to the City Council for final approval; the motion to recommend was moved by Alderwoman Lewis and seconded by Alderman O'Brien.
The committee also reviewed bid results for the 2025 sanitary manhole rehabilitation in Basin 9 and recommended the low bid from Kim Construction ($584,100) be forwarded to the City Council for award and contract execution. The motion to recommend awarding the bid to Kim Construction was made by Alderman Swanson and seconded by Alderman Prude. Committee discussion included the project area (Basin 9, roughly north of Court Street to Canal Road, spanning the First and Seventh wards) and construction details; the committee voted to forward the bid for Council action.
The meeting concluded with no executive session and an adjournment motion.
