Finance director reports March 2025: general fund at about 85% of budget, SPLOST collections above projection

Britney White, Newton County finance director, presented the March 2025 financial report at the April 15 board meeting, reporting year-to-date figures and fund balances through March.
White said the general fund had collected approximately $83,900,000 to date, about 85% of the budgeted amount, and general fund expenditures were approximately $70,300,000, or about 70.5% of budget. She said March represents roughly the ninth month of the fiscal year and that the county typically sees a revenue decline after January; June is usually the largest close-out month because the books remain open.
Enterprise funds and SPLOST
White reported enterprise fund figures including the water fund (revenue YTD about $9.3 million; expenses about $5.5 million), solid waste fund (revenue YTD about $6.6 million; expenses about $5.0 million) and a Gaithers and Factory Shoals fund with about $168,000 revenue and $196,000 expenses to date.
She told commissioners the county currently manages three active SPLOST programs: a 2011 balance of roughly $1.3 million remaining for the Historic Jail project; the 2017 SPLOST with six active projects and a remaining balance of approximately $32.5 million; and the 2023 SPLOST with several active projects and a reported remaining balance shown as negative $1.8 million in the accounting but with bonded projects that staff indicated are not an issue. White said 2023 SPLOST collections to date were about $37.9 million, approximately $7.9 million over initial projections. The county’s Impact Fee Fund balance was reported at about $1.8 million after encumbrances (about $342,000).
Questions and follow-up
Commissioner Edwards asked whether the revenue-expenditure position is comfortable going into the fourth quarter; White replied yes. The presentation closed with White offering to take additional questions; no motions were necessary on the presentation itself.
