The planning team removed a proposed item involving dredging vs. full dam removal after committee discussion and clarified emergency-action plans for local reservoirs; the committee also noted a pending Vermont Economic Progress Council decision that could require small map updates.
Planning consultant Maggie O’Brien told the board the plan was required for FEMA funding eligibility and that most changes were editorial and data updates; she aimed to submit the final plan to Vermont Emergency Management by April 25 after the state-level action on the TIF decision.
The board approved the submission by voice vote following committee endorsement. Officials said approval keeps the city eligible for state and federal hazard-mitigation funding and clarified that emergency managers maintain separate operational evacuation and shelter plans.
