Public utilities director Mike Wagner told the board the subdivision, proposed by Taylor Morrison of The Carolinas, includes 59 single-family homes and 40 row homes on roughly 45 acres and could not obtain an adjacent sewer easement needed for gravity sewer. Wagner said the fee figure “represents the engineering cost estimate for the gravity sewer improvements.”
The fee-in-lieu arrangement lets the developer install a pump station now to serve the new homes while the town holds funds that would cover future gravity sewer work if easements are obtained. Wagner told the board that a pump station of the size contemplated would be an ongoing town expense, “probably start[ing] at about $30,000 a year and increase[ing] to about $50,000 a year over the next five years,” which is one reason the town prefers gravity-fed systems.
