Crosby ISD to adjust dual-language program structure and school assignments for 2025–26

Crosby ISD curriculum staff presented a proposed reconfiguration of the district's dual-language program for the 2025–26 school year that will change which campuses house specific grade spans and require staff realignment.
Christina Castillo, director of elementary curriculum, described the current program arrangements and the proposed structure. For 2024–25, the district runs one-way and two-way dual-language models across multiple elementary campuses with Drew Elementary housing grades 4–5 dual-language students.
Under the 2025–26 proposal, Barrett Elementary would house grades 1–5 one-way and two-way dual-language for Barrett; Crosby Elementary students would attend Newport Elementary for grades 1–5 dual language; Drew Elementary would shift to hosting grades 1–5 one-way and two-way; Newport Elementary would house grades 1–5 one-way and two-way for Newport and Crosby Elementary students. The district said the total number of dual-language students remains approximately the same; the change moves students to attend a single campus for grades 1–5.
Castillo said the staffing impact for 2025–26 is an additional 1.0 full-time equivalent teacher at Newport Elementary and the reassignment of three FTE teachers from Barrett to Drew. The district said the reconfiguration improves instructional continuity and allows siblings to attend the same campus from first through fifth grade. Transportation impacts include returning three buses to the regular rotation and alleviating overcrowded routes.
Castillo outlined a communication plan: principals will notify teachers in April; parent letters and a dual-language family night in May; reminders in June and July via ParentSquare; and the first day of school is scheduled for Aug. 7.
Trustees asked about classroom space and whether the moves would create overcrowding. Staff said fall facility walkthroughs counted available classrooms and that each campus would still retain one to two unused rooms; they confirmed space exists for the reassignments.
The board did not take a formal vote on the program-structure presentation during the meeting; district staff framed the item as an overview and next steps include communicating changes and implementing teacher moves and transportation adjustments before the 2025–26 school year.
