Smyrna council approves paving contract, ARPA reallocations, extended work hours, concession addendum and insurance; consent agenda passed

The Smyrna Mayor and Council unanimously approved a series of routine but budgetary and operational items Monday, including a paving contract, adjustments to American Rescue Plan Act (ARPA) project budgets, extended weekend construction hours for a playground project, a long-term concession addendum for Fox Creek Golf Course, property and liability insurance renewal, and the consent agenda.

Highlights and vote outcomes:

- Milling and overlay contract: Council authorized award of RFQ 25-021 to Bridal R Paving and Construction LLC for an amount not to exceed $1,422,468.54 to be paid from LMIG funds and the FY2025 resurfacing line item; staff said the project will mill and overlay roughly 22 city streets (about 10 miles). Vote: 7–0.

- ARPA budget adjustments: Council approved reallocations and establishment of project-length budgets to move completed ARPA projects’ funds into other ARPA obligations and to set budgets for previously unspecified obligations. Staff described the action as a “truing up” of ARPA budgets. Vote: 7–0.

- Extended work hours for playground project: Council approved extended Saturday and Sunday work hours (Saturdays until 6 p.m.; Sundays until 6 p.m.) with a restriction that noisy or large exterior work not start prior to noon on Sundays; interior work earlier on Sundays would be subject to review and the council said it would revisit if complaints arise. Vote: 7–0.

- Concession agreement addendum (Fox Creek Golf Course): Council approved an addendum incorporating National Park Service concession guidelines and extending the city’s concession agreement with Gonna Fly Now LLC through Jan. 31, 2056; the concession covers operation of the Fox Creek Golf Course. Vote: 7–0.

- Property and liability insurance: Council approved renewal of the city’s property and liability insurance with Travelers Insurance, with Oakbridge and Seville as brokers of record, in the amount of $1,163,438.24 for the coverage period May 1, 2025 to April 30, 2026. Staff noted rate factors included a look-back on claims and the addition of new turf soccer fields. Vote: 7–0.

- Consent agenda: Council approved routine minutes and event street closures and related items listed on the consent agenda. Vote: 7–0.

Mister Bennett presented background for multiple items and councilmembers moved, seconded and voted on each item in sequence. Council asked clarifying questions about paving mileage and confirmed that ARPA adjustments were budget cleanups. All votes recorded were unanimous where tallies were stated.
