The Town of Nashville Planning Board voted unanimously to recommend that the Town Council approve rezoning of 106 West Church Street (parcel 004586) from B-2 Central Business to O&I (Office and Institution).
Sean, planning staff for the Town of Nashville, said the applicant — ADE Future Enterprise Corporation with builder BBA Builders — has requested the change and that the Town Technical Review Committee (TRC) reviewed the request and recommended approval. "They are asking for the lot ... to be rezoned from B-2 Central Business to O&I," Sean said during the public hearing.
The board's recommendation approves rezoning request RZ2025-04 and includes a statement of consistency with the town's 2021 Comprehensive Plan. Sean told the board the property is designated "town center" in the 2021 plan, which encourages mixed uses including retail, professional services, offices and mixed-use residential in the downtown core. He said the TRC found the request was not spot zoning.
Applicant representatives with BBA Builders, including Alan Larson, described a proposed small single-family residence the builder intends to place on the 0.17-acre lot next to the HD Cooley Library. Larson said the planned home is a single-story, three-bedroom, two-bath design with a single-car carport and a gross width shown on the plan as about 38 feet 4 inches. "It's a 3 bedroom, 2 bath," Larson said while describing the floor plan and materials. He also said the project would be priced as affordable housing, stating an estimated sale price "about that $2.52 65 range. So it's gonna be affordable housing, below 300." (quotation as spoken in the hearing).
During questions from the public and board members, staff and the applicant noted site constraints and dimensional standards that will apply if the rezoning is approved: required setbacks discussed in the hearing were 25 feet front, 10 feet sides and 10 feet rear; the lot width was described in the presentation as roughly 52.5 feet and the lot area noted as 0.17 acres. Sean said the property can be connected to town water and sewer; he also noted the lot is not in a floodplain and is in the Upper Stony Creek sub-watershed.
No members of the public signed up to speak at the hearing. After discussion the planning board chair called for a vote; the board approved the recommendation to rezone by voice vote and the chair said the motion was "unanimously approved." The planning board's action is a recommendation; final authority to change the zoning rests with the Town Council.
The planning board packet notes the TRC first reviewed the application on March 24, 2025, and public notice steps included mailed notices to property owners within a 500-foot radius, a sign posted at the property, and legal advertising on dates cited in the packet. The board's recommendation will be forwarded to the Town of Nashville Town Council for their consideration at a later meeting.
The planning board's next meeting was announced in the hearing; the staff report said the board's next regular meeting is slated for May 27 if business is submitted in time to the TRC.
