Council authorizes grant applications for Indian Hollow Run rehabilitation; 15% local match planned for 2026

Warren City Council voted to authorize resolutions that let staff apply for grant funding to rehabilitate a failing section of the Indian Hollow Run flood-control channel.
The Pennsylvania Department of Environmental Protection inspected the structure on June 27, 2024, and rated the infrastructure ‘‘minimally acceptable,’’ staff said. The DEP recommended investigation of funding to address leaning walls within a roughly 400‑foot section of the concrete channel.
City staff identified the PA Small Water and Sewer Program and the Flood Mitigation Program as potential funding sources; each would fund 85% of an estimated project cost and require a 15% local match. Staff said any city share would be programmed in the 2026 municipal budget if grants are awarded.
The channel begins near a debris basin roughly 200 feet south of East Fifth Avenue and 400 feet east of a city street, and it discharges to Conewongo Creek. Staff estimated the inundation area includes approximately 20 residential households in low‑lying portions near East Fifth Avenue.
Council members asked implementation questions and whether routine items such as fencing and backfill could be done in‑house. Staff replied that demolition, excavation and concrete wall replacement would typically require external contractors and adherence to grant and DEP requirements. The council approved staff’s motion to submit the grant applications and designate signatories; the recorded vote was unanimous among attending members with one member absent.
If awarded, staff said the city will return to council before formally accepting funding packages so that scope, match and cash‑flow details can be reviewed.
