Hunt County commissioners authorize settlement talks, approve emergency Exchange Building repairs and dozens of routine plats and utility crossings

Hunt County commissioners on April 22 authorized county attorneys to continue settlement discussions in the Encore lawsuit, approved an emergency order to expedite repairs at the Exchange Building stairways without formal bidding, accepted a donated bronze plaque commemorating William Travis’ Alamo letter for placement on the Hunt County Courthouse lawn, and approved a bundle of routine road, utility and plat actions.

The court met at 10 a.m. and heard a public presentation from a member of the Money family offering to fund and donate a two-by-three-foot bronze plaque — crafted by contractor Nyle Stromberg — to be placed on courthouse grounds. The presenter said the plaque weighs about 203 pounds and is intended as a historical reminder of William Travis’ “give me liberty or give me death” letter. The court voted to accept the donation and approved placement on the courthouse lawn.

The court also reviewed a report from the Commerce shelter (quarterly report accepted), discussed indigent burials (tabled to a future meeting pending more research) and approved an emergency order to continue work on stairway repairs at the Exchange Building after Fries & Nichols’ inspection identified additional problems. County staff told the court the scope of discovered damage means continued repairs should proceed without the usual bid process; the court approved an emergency order to allow that work to proceed.

Multiple routine infrastructure requests were approved. These included permission for a 40-foot underground lateral across County Road 2426 in Terrell to connect an existing fiber line (with a minimum 3-foot vertical clearance), and several approvals for electrical power distribution facilities to cross county roads (County Roads 2538, 2591, 2608, 3508 and 4508) under the county’s standard stipulations.

The court approved a set of plats and variances: a road-frontage variance in Precinct 1 that will allow an owner to split a long-held parcel into two tracts slightly over 2 acres each (the variance requires a future plat and the variance will be noted on that plat); a simple replat of Lots 9 and 10 of Shady Lane Acres in Precinct 3 to resolve a house-over-easement issue; the final plat of Cedar Pond Haven (Precinct 3); a conditional approval of Bustos Acres (right-of-way must be brought up to county specifications); a bridal plat for The Estates in Lone Oak (Precinct 3); and a one-lot final plat called Glass Addition (Precinct 4).

In executive session the court instructed its attorneys to continue settlement negotiations in the Encore lawsuit; upon return to open session the court voted to authorize the attorneys to proceed as instructed. Payroll and personnel matters were discussed in executive session and later approved by the court on a 3-1 recorded vote. Most other votes were voice approvals during the meeting; the court recorded motions, seconds and voice ayes for the routine consent and action items.

Context and significance
