The Ordinance Intergovernmental Relations Committee received and accepted a public conflict-of-interest disclosure from Johely Chalice on April 22 and voted to forward that disclosure to the full Lawrence City Council as a committee report.
Chalice told the committee she is a city employee (Lawrence Public Schools) who also operates a private consulting practice and had obtained a contract with the Lawrence Police Department. Committee members described the item as an acceptance of a disclosure, not an approval or disapproval of the contract itself. The committee voted to send the disclosure up to the full council as a committee report; Councilor Gregory Del Rosario made the motion, Councilor Filina Santiago seconded, and the motion carried by voice vote.
Why it matters: Committee members noted that making potential conflicts public and on the record protects both the employee and the city. The committee did not take further action on the contract; any questions about contract approval will be addressed through normal council channels.
