Calimesa council backs and opposes four state bills; staff to testify in Sacramento

The Calimesa City Council on April 21 approved four position letters on pending California bills, taking two opposition positions and two supports.
Staff recommended a letter of opposition to Senate Bill 79 (Sen. Scott Wiener), arguing it would erode local land-use authority by allowing transit agencies to override local zoning on agency-owned land. Staff said Calimesa does not currently have transit-agency-owned land but could be affected in the future.
The council also approved a letter of opposition to Senate Bill 634 (authored by Sasha Renee Perez), which staff said would severely limit enforcement of anti-camping ordinances and could conflict with the governor’s executive order encouraging local policies to address homeless encampments.
Council approved a letter of support for Assembly Bill 650 (Diane Pavlik/Pappan in transcript) to reform the housing-element review process at the California Department of Housing and Community Development; staff said the bill would address inconsistent HCD reviews the city experienced during the last cycle.
Finally, the council approved a letter of support for Assembly Bill 1476, authored by Assemblymember Greg Wallace and brought at the city’s urging. Staff said AB 1476 would restore or clarify grab-and-go meal authority for senior nutrition programs; the city’s staff member said they will travel to Sacramento to testify in support of that bill.
All four letters were approved in a single motion by unanimous vote.
