Council endorses DNR grant application to develop EcoPark with bathroom and natural playscape

The Waupaca Common Council voted April 15 to support an application to the Wisconsin Department of Natural Resources outdoor recreation grant programs to develop EcoPark, including plumbed restroom facilities and a natural playscape.
Parks and Recreation Director Laura Colbert presented the resolution and outlined the project goals: create accessible, safe outdoor recreation at a city park that needs investment. The resolution authorizes the parks director to submit an application to the DNR, execute necessary grant documents, submit reimbursement claims and perform required reporting and maintenance if the grant is awarded. The resolution also states the city has the financial capacity to satisfy match requirements and commits to keeping the facilities open to the public and to maintain them in a safe condition.
Council approved Resolution No. 1575 by roll call (9 ayes). Colbert said the city intends to apply for Knowles‑Nelson Stewardship funds and/or federal recreation grants administered by the DNR to support the project. If awarded, the city will perform required project work and follow DNR rules about changes in project site use.
