The Waupaca Common Council approved a contract April 15 to replace slide gates at the wastewater treatment plant and awarded the work to August Winter & Sons Inc. of Appleton for an amount not to exceed $151,500.
Public Works and wastewater staff opened bids March 27. The low bid was submitted by Rodey Brothers Inc. at $140,145; other bidders included August Winter and Sons at $151,500, Crane Engineering at $170,505 and Yankee General Contractors at $315,000. Staff recommended awarding the contract to August Winter and Sons despite the second‑lowest dollar amount because of a longer product and installation warranty (two years versus one year for the low bidder), demonstrated project delivery history, enhanced insurance coverage and an accelerated timeline (20 weeks vs. 25–31 weeks noted for other bidders). The project was budgeted at $220,000 and funding is planned from sewer utility revenue bonds.
A council member asked for the record to reflect why the low bid was not accepted; staff said they consulted the city attorney and confirmed the recommendation was consistent with state procurement statutes when documented reasons support selecting a higher bid. The council approved the award by roll call vote (9 ayes).
Staff said attachments to the bid memo include the RFP, bid tabulation and submitted materials; the public works department will oversee contract execution and project scheduling with the chosen contractor.
