The Waupaca Common Council approved a conditional use permit April 15 allowing Elan Holdings LLC to operate CARES Academy at 303 South Western Avenue, a building that previously housed a daycare.
City staff told the council the site is in the B‑4 Fulton Street corridor overlay district and the proposed use is consistent with the future land use map. The Council recorded public comment at the plan commission hearing expressing concern about traffic and drop‑off patterns; staff said those traffic and circulation issues will be reviewed as part of the required nonresidential site plan review, which the applicant had submitted.
Applicant Aaron Hatcher told the council a parent meeting the prior evening showed about 50 students enrolled, and he expected 30–40 students to proceed with enrollment in the fall. He estimated roughly 15 cars during daily drop‑off and pick‑up, saying he anticipated traffic would be “in and out pretty quickly.”
The council approved the conditional use permit by roll call vote (9 ayes). Staff noted that any substantial change from the approved k‑8 school use or a change in grade configuration would require a new conditional use permit and that the site plan review will address details such as traffic circulation and state/federal requirements.
