The Safety Harbor City Commission on April 21 approved the city’s audit engagement with CliftonLarsonAllen LLP and a related budget amendment after staff described a timing issue that doubled up audit expenses.
Victoria Gilley of the finance department explained the situation: “This is the fifth year of the current solicit we did a solicitation back in 2020. We had a 3 year agreement with 2 1 year renewal options. This is the second of the renewal options,” she said. Gilley said the audit amount had been budgeted for the year but that the city had already expended the funds because audits were behind schedule and the FY22 audit amount had not been carried forward.
She summarized the cause: “The amount had been budgeted for this year, however, since we were behind on audits, we've already expended that amount. It did not get carried over in fiscal year 22… so that is where the double up has happened, and that's why we need to do a budget amendment for this year to allocate those funds.”
Commissioners asked whether the city would break that cycle going forward; Gilley said yes and briefed the commission on a timeline: “Our current goal is to have this audit completed by the June is what we're working towards. So we will be then caught back up and be on our regular schedule moving forward.”
The commission approved the audit agreements and the associated budget amendment by voice vote, announced as 5-0. The meeting record does not list the audit contract dollar amount in the spoken remarks; the agenda packet listed CliftonLarsonAllen LLP as the auditor for the city and the CRA for the year ended Sept. 30, 2024.
