The Parks and Recreation director updated the advisory board on the Clearwater Beach Recreation Center (CBRC), where storm damage prompted a review under FEMA’s “50% rule.” Staff said the building was dehumidified and an appraisal was completed; the appraisal allowed the department to pursue repairs rather than full replacement.
During the architectural and design process staff discovered noncompliant restroom fixtures and a non–impact-resistant front door and window. The repair plan now includes ADA upgrades to restrooms, replacement of exterior doors and the window above the entrance with impact‑resistant assemblies, installation of flood dams at doorways, LED lighting throughout and other improvements. Staff said the flood‑dam and door upgrades aim to reduce future storm surge damage; they described temporary and permanent measures and noted the balance between complying with FEMA reimbursement requirements and improving resilience.
Staff said they have selected an architect and are about 50% through planning; they expect to advertise construction bids after final plans and hope to reopen the rec center by March 2026. The CBRC pool is open now, officials added. Department staff warned that work must follow FEMA processes to preserve reimbursement eligibility.
Board members and the public urged faster timing; staff emphasized the appraisal and required steps as the reason for the schedule and confirmed work is proceeding through design and bidding phases.
