The chair said the emergency clause was included to meet advertising deadlines.
The committee also approved legislation to participate in a bulk road‑salt purchase. City staff said the item is “standard legislation that you've seen every year” and described a request to order 1,000 tons of salt to replenish the city’s stockpile, up from 500 tons used in a prior year and below the 1,500‑ton maximum the department has held in the past. Staff explained the emergency clause was needed because the vendor requires a May 2 submission and the city’s standard process would not get the request in time.
Separately, the committee approved annual authority allowing staff to sell certain city property via internet auction (resolution 25‑29); city practice limits individual online sales authority to items under a value threshold unless escalated.
The committee also moved forward a resolution (25‑30) to advertise for bids and enter contracts, subject to appropriation, for design and construction of the Hornsfield Mountain Bike Park. Committee members said the city has received a grant just under $400,000 to support the project. Council member Marney praised the park’s current use, saying the facility “is packed every weekend, even sometimes during the week” and that it draws visitors to the community.
All motions in the service committee passed by voice vote, recorded as 5‑0, and were forwarded to the full council for final action.
