Planning staff summarizes annual comprehensive-plan progress; recommends next steps on UDO and infrastructure

Planning staff presented the annual comprehensive-plan report and updated the Planning Commission on several related implementation efforts including the unified development ordinance (UDO) rewrite, infrastructure and transportation updates, and partnerships with economic development.
Staff told commissioners the UDO rewrite includes proposed changes to implement policies in the 10-year comprehensive plan and that the county will identify where the future land-use map and existing zoning do not match. Staff said projects in the annual report track to multiple comp-plan goals and that some items remain "not begun" because UDO work or interagency coordination is pending.
On transportation, staff described an amended regional sales-tax proposal under discussion with county council and the city that reduces the earlier proposal from a larger dollar amount down to an amended package estimated between "$213 and $250,000,000," shortened from a 15-year to a 10-year program. Staff said that council is reviewing the revised proposal and has expressed caution about moving quickly to place the measure on a ballot.
Staff also described ongoing coordination with Lancaster County School District and county administrators on school capacity and infrastructure and noted completed drainage projects that address localized flooding risks. The county is coordinating with regional partners on multi-jurisdictional transportation issues and continuing outreach on open-space and historical-site efforts, including work with the Nesbitt property and state park planning.
Commissioners asked for documentation tying UDO chapters to the comp-plan policies; staff said they would provide chapter-by-chapter mapping and distribute relevant tables and lists to commissioners by email.
