At a presentation, Josiah Clark of the Lancaster County Budget Office summarized the CIP process and funding parameters and told the commission that the CIP is a 10-year planning tool and that "projects and heavy equipment with a value of greater than a hundred thousand dollars are identified for that capital improvement plan." He said the plan is revised annually and incorporated into the county's operating budget process.
