Committee advances conference report on foreign-trained physician licensing; changes include "shall" language and extended sunset

The House Rules Committee voted to suspend rules so the conference committee report for House Bill 1555 could be considered after April 15, 2025. Representative Baird presented the report and described several clarifying edits to the bill that creates a licensing pathway for foreign-trained physicians.

Representative Baird said the Senate made changes that curtailed some supervision and oversight, and that the conference committee's work included making one change from "may" to "shall" on the first page to make a prescriptive requirement for what foreign-trained physicians must accomplish. He said the committee also extended the bill's sunset date to ensure the program had ample time to enroll participants before an evaluation; he stated the date as "12/31/2040." Baird explained the pathway to bring foreign-trained physicians to the United States is "a little bit cumbersome," and the extended sunset is intended to give time for applicants to arrive and for the program to be evaluated.

Representative Slager moved to suspend House Rule 153.1 and amend Rule 155.1 to allow the conference committee report to be distributed and held for four hours; the roll call recorded: Chairman Smolz (Yes), Representative Slager (Yes), Representative Baird (Aye), Representative Kerckhoff (Aye), Representative Manning (Yes), Representative Olthoff (Yes), Representative Zimmerman (Aye), Representative Johnson (Excused), Representative Dvorak (No), and Representative Pierce (Yes). The committee declared the motion passed 8 to 1. Representative Baird said the edits were "contextually not new" but included clarifying language "as determined by the board" on page 1, line 19.

The committee's action advances the conference committee report for further consideration under the suspended rules.
