The House Rules Committee voted to suspend House rules so the conference committee report for House Bill 1081 could be considered after April 15, 2025. Representative Manning told the committee that the Senate had sought to require a birth certificate among the documents a financial institution or insurance company could request. The conference committee's report incorporates that requirement and clarifies that a beneficiary may obtain a death certificate when the beneficiary has a direct interest. Manning said the committee added a line "requiring the financial institution or insurance company to provide the name of the deceased donor if the institution contacts the beneficiary," explaining that without the donor's name charities could not determine where to begin obtaining necessary documents.
Representative Slager moved to suspend House Rule 153.1 and amend Rule 155.1 to allow the conference committee report to be distributed and held for four hours; the motion was seconded.
