Peoria County reports modest gains in employee diversity; committee asks for longer trend data

Peoria County officials told the Operations Committee on April 22 that the county workforce has become modestly more diverse over the past year and that mid-career employees (ages 35–54) still make up the largest share of staff.
Dr. Allen presented a year-over-year workforce demographics report comparing county staffing to the most recent U.S. Census data. He credited collaboration with HR and HR diversity generalist Britney Graves for producing the comparison charts and said Black representation rose from 11% to 11.7%, Asian and Pacific Islander from 1.5% to 1.9%, Hispanic from 4.2% to 5.05%, and employees identifying as two or more races from 2.2% to 2.8.
Allen said the county is also trending younger overall: the 17–20 age bracket increased from 1.2% in January 2024 to 2.83% in March 2025, which the presenter attributed to early-career hiring and internship outreach. Employees 65 and older decreased from 7.7% to 6%, which Allen said reflected retirements and other transitions.
Committee members asked clarifying questions about the chart axes and requested additional historical context. Member El Sasser asked whether the committee could receive demographic data spanning the past 10 years or selected milestone years. Allen said he would coordinate with HR to determine what historical internal data are available and provide an update.
The presentation was informational; no action or policy change was taken at the meeting.
