Council approves appointments, interlocal agreements, contracts and project change orders

Council consented to appoint Annie Boyle to the Parks, Arts and Recreation Commission to fill a vacancy created by Jenny Harrington’s five years of service. The council also consented to reappoint Stephanie Abramson and to appoint Rachel Hauser and Steve Mesh to the Citizen Salary Review Commission; the HR director, Sean Frang, presented those recommendations.
On infrastructure and service contracts, the council approved an annual interlocal agreement with Snohomish County to perform work on two city streets — Burn Road and Tweed Road — in the amount of $79,638. Public works staff described these as projects requiring specialized equipment and as a continuation of past arrangements with the county.
Council approved waiver of city permit fees for four internal city projects — City Hall roof replacement, City Hall window replacement, City shop roof replacement and demolition of an old storage building at York Park — noting that the city will continue to charge the $25 state surcharge per application.
Airport staff presented and the council approved phase 3 of the airport fiber installation project, authorizing a contract with Canon Companies in the amount of $599,961.66. Staff said the project was included in the airport’s biannual budget, will be completed in 2025 under a state contract, will be partially funded by the city IT department, and that airport tenants will pay for Internet service with the airport retaining a portion of the fees.
The council approved change order number 2 for the 200 Eleventh Place Improvement Project for a net increase of $33,705.90. Staff said the work covers a waterline relocation made necessary after crews discovered a sanitary sewer force main in poor condition and not buried deep enough; city staff said the water utility will fund the work and that $200,000 is available in the 2025 water fund for the project. The project’s completion date was described as mid to late June.
The council approved amendment number 2 to the city’s janitorial services contract to add janitorial service for the IT building (formerly Station 47). Staff said the total contract value change is under $10,000 but the percentage change exceeded administrative authority, which is why the council’s approval was required.
Finally, the council approved amendments to the Snohomish County 911 interlocal agreement to allow the Snohomish County 911 board to enter into contracts for services with a newly created county EMS agency and with third parties serving member agencies. Jonathan Ventura, the city’s representative on the 911 board, explained that the change authorizes SNOW 911 to enter service-level agreements to provide staff, HR, IT and office space to the new EMS governing body; the amendment does not itself obligate SNOW 911 to execute any future contracts but enables that option. The council authorized the mayor to delegate notification/approval authority to Police Chief Ventura for the city’s sign-off.
