Senate Labor and Business advances three bills, carries over two pending amendments

The Senate Committee on Labor and Business conducted a series of work sessions April 22 and sent three bills to the Senate floor with "due pass" recommendations while carrying others to a future meeting for amendment work.

House Bill 2373A: Committee staff summarized that the measure would create a timeshare sales agent license administered by the Oregon Real Estate Agency, set application qualifications and grounds for revocation. Staff said the measure has "no revenue impact and a minimal fiscal impact," is operative Jan. 1, 2026, and includes an emergency clause making parts effective July 1, 2025. Vice Chair Bonham moved the bill to the floor with a due-pass recommendation; the chair stated there was no objection and the motion passed. Senator Bonham accepted carriage of the bill.

House Bill 3178A: Staff described HB 3178A as requiring sellers in motor-vehicle retail installment or lease transactions to give buyers a disclosure document that includes a 10-calendar-day right to void the transaction under specified circumstances and contact information for the Oregon State Bar and Oregon Department of Justice. Vice Chair Bonham moved the bill to the floor, but committee members learned an amendment requested by the bill sponsor had not been posted. Vice Chair Bonham rescinded his motion and the committee carried HB 3178A over to Thursday, April 24 for the amendment to be posted.

House Bill 3370: Presented by a Go West Credit Union Association representative, the bill would change the time frame for state agencies to share information about deceased members or depositors with financial institutions, allow a credit union board to delegate consideration of reinstatement of an expelled member, and prohibit the board chair from serving on the supervisory committee. Staff said there is no revenue impact and a minimal fiscal impact. Vice Chair Bonham moved HB 3370 to the floor with a due-pass recommendation; the motion passed and Senator Patterson agreed to be carrier.

House Bill 3447: Chair Taylor said Representative McIntyre was preparing an amendment related to nitrous oxide and that sponsors were still seeking votes; the committee carried HB 3447 over to April 24.

House Bill 3724: Staff summarized that the measure directs the Oregon Liquor and Cannabis Commission to expand rules regulating and prohibiting advertising marijuana items to minors. Staff said the bill is operative Jan. 1, 2026. Vice Chair Bonham moved HB 3724 to the floor with a due-pass recommendation; the motion passed and Chair Taylor said she would be the carrier.

Several presenters, including Pam Lovett for Go West Credit Union Association and staff from the Department of Justice and Legislative Revenue Office, appeared to clarify technical fixes and procedural problems with amendments. When a sponsor-provided amendment had not been posted for HB 3178A, the committee rescinded the motion and scheduled a carryover to allow the amendment to be posted and circulated.

The committee closed its work sessions and moved to the informational economy hearing later in the agenda.
