Committee substitute for bill on criminal-history background checks left pending after DPS requests additions

Senator/Dean Zaffirini laid out Senate Bill 2587, a companion to House Bill 1597, proposing updates to laws governing access to and use of certain criminal-history record information to align state background-check rules with federal standards.
Zaffirini said the committee substitute was requested by the Texas Department of Public Safety (DPS) and would align several agencies with federal standards and the legislative council draft. During the hearing the committee learned DPS wanted additional agencies listed in the bill, and Zaffirini told the committee that DPS preferred the bill be left pending to allow staff time to prepare a complete committee substitute that enumerates all agencies to be included.
Public testimony was opened for a resource witness from DPS, then closed. The committee left SB 2587 pending to permit development of the revised substitute.
