Councilmember Reynolds asked why an additional $486,000 was being reallocated to the parking deck; staff and other council members said the cameras were excluded from the original construction contract because the city was awaiting a citywide camera standard. Staff explained the funds will purchase and install 30 cameras and related fiber connections at the deck.
Reynolds and other council members pressed for clarity on the timing and oversight for such reallocations, noting that large transfers can increase project cost without immediate council visibility. “That is why it is before you because we are legally required to put this part of it before you and talk about it in a transparent fashion so that the public knows,” a city representative said. Councilmembers asked staff to provide more detail on change-order thresholds and historic change-order amounts so the council can exercise oversight.
Construction manager Sam (Volker) provided program updates while present at the meeting. Sam said the parking deck is scheduled to open for core parking in May, with final completion expected in mid-June, and that the arena construction is on schedule for a January 27 final completion date. On the Mobile River Bridge/Bayway project, Sam said work that will affect local streets (including possible closure or rerouting of Claiborne Street) is likely about two years out and depends on the bridge project schedule; he described planned pile installation and testing for foundation work.
Councilmembers asked for follow-up details about change-order processes and the timing of road closures that will affect Claiborne Street. Staff said some decisions (bridge-related closures) are driven by the bridge contractor and the Alabama Department of Transportation schedule; the city will provide additional notices as dates firm up.
