Effingham County reads and approves proclamations for Sexual Assault Awareness Month, National Police Week and Law Day

The Effingham County Board read and included three proclamations in its consent agenda: a proclamation designating April 2025 as Sexual Assault Awareness Month, a proclamation recognizing National Police Week and a resolution declaring May 1, 2025, Law Day in Effingham County. All three proclamations were approved as part of the consent agenda.
Melissa Kelly, who identified herself as program director of advocacy for SAFE (the local sexual-assault crisis center), and Donna Rulo, the Effingham County sexual-assault victim advocate, thanked the board for the proclamation and described services the agency provides. “All of our services are free and confidential services,” Kelly said when asked about cost. SAFE provides advocacy, counseling and prevention education for survivors and their families, Kelly said, and asked the community to display teal ribbons to show support for survivors during the month.
The National Police Week proclamation honored law-enforcement officers killed in the line of duty nationwide and noted a candlelight vigil scheduled for May 13, 2025, that is part of National Police Week observances; the proclamation also references Peace Officers Memorial Day on May 15. The Law Day resolution encourages participating high-school students to observe county offices and learn about the functions of local government on May 1.
All three proclamations were adopted without separate roll-call votes when the board approved the consent agenda.
