Board approves downtown event permits, sign encroachment, subdivision bond actions and job descriptions

FRANKLIN, Ind. — The Franklin Board of Public Works and Safety on April 20 approved a batch of routine permits and administrative items that included downtown event permissions, a sign encroachment, subdivision bond actions and several personnel job description updates.

The board approved a Discover Downtown Franklin request to reserve three parking spaces for food and drink trucks on the evenings of First Fridays during the warm months (May through October, excluding July) and approved vintage-fest parking for an event on April 26. Danny, representing Discover Downtown Franklin, said the organizers had coordinated with police, fire and the street department and “we just need I wanna make sure we do it official and go on the record for the closure of the parking lots.” The board voted to approve the First Friday food truck locations and the Spring Vintage Fest parking as presented.

The board also approved a projecting sign to extend into the Jefferson Street right-of-way at 201 East Jefferson Street, with a clearance height of 14.3 feet and authorization to block two parking spaces for night-of installation to accommodate a crane. Kevin Sims of GreenSign requested the encroachment and asked the board to allow the two-space block during installation so the crane could access the mount.

A lengthy set of motions released and accepted subdivision performance and maintenance bonds for two developments: Kingsbridge Section 1 (release of performance bond and acceptance of maintenance bond) and multiple sections of The Bluffs at Youngs Creek (releases and acceptances across Sections 1, 2, 3, 4 and 5B). The board approved revised job descriptions for five positions in the Planning and Engineering Department — city engineer, civil technician, planning director, project manager and a new part-time utility restoration inspector — as presented by Joanna Tennell, the planning director. Tennell said the changes reflect a departmental restructuring that designates the planning director as the department head and clarifies reporting lines.

Other approvals: the board authorized placement of a 30- to 40-yard dumpster on the road in front of 70 Banta Street between April 22 and May 2 for five to seven days (with plywood or 2x4s placed underneath to protect pavement), approved the consent agenda (April 7 meeting minutes and claims), and approved the Fire Department’s request to apply for the Johnson County REMC Roundup Grant (a non-match program with awards up to $5,000).
