Council approves court resurfacing contract, energy change order and routine minutes; removes agenda item 4(a)

The Newark City Council on April 21 took several administrative and procurement actions, including approving a contract for athletic court resurfacing, authorizing a change order and internal budget transfer for an energy-savings project, approving routine minutes and commission minutes, and removing an item from the agenda to return at a later meeting when a full council is present.

On a motion recorded in the meeting, council voted to waive a separate bid process and use the National Cooperative Purchasing Alliance competitively bid contract to procure athletic court surfacing and asphalt maintenance from ATC Corp in a total amount of $137,380. The motion included a budget amendment to the 2025 Parks & Recreation operating budget; the motion passed by unanimous voice vote.

Jeff Martindale presented a request to approve a change order tied to the city's ESCO 2 energy project, a $2.4 million project funded primarily by the state in 2024. Council approved a contract change order for the city's prequalified energy savings contractor and a capital-budget transfer of $95,295.88 from CIP n 2302 to CIP n 2203 to cover the city's portion; council recorded the motion and approved the transfer unanimously.

The council also approved the consent agenda, which included approval of prior council minutes (03/17/2025 and 03/24/2025), receipt of various commission and board minutes, and a 2025 Parks & Recreation budget amendment for a replacement trailer. Earlier in the meeting council voted to remove agenda item 4(a) and indicated it will be brought back when a full seven-member council is present to avoid directing staff to prepare ordinances that could be reversed at a later full meeting.

Each of the formal motions was recorded and passed by voice vote with no recorded noes or abstentions in the meeting record.
