Controller flags landscape budget; board discusses mowing contracts, planters and monument signage

Brandy from the controller's office presented the DDA financial report through Feb. 28, 2025, telling the board overall finances were on target but warning that the trees-and-shrubs landscape-maintenance line could be exhausted once mowing season resumes. "The only area that I'd be concerned with might run out of is on your trees and shrubs, landscape maintenance line that once the season kicks into gear where you begin mowing again," Brandy said.
She told the board an internal transfer could be made from funds allocated to the Saginaw Street corridor sign project to cover landscape maintenance if needed. "We could easily do a transfer from the Saginaw Street corridor where I had transferred additional for the sign, to be constructed," she said.
Board members debated whether to leave the mowing allocation in the budget or to contract privately if DPW cannot provide consistent service. One member said leaving funds in the budget and contracting a private company if DPW is unable to maintain the area would avoid repeated shortfalls; another noted DPW had maintained freeway-adjacent mowing regularly last year.
Councillors also discussed several non-budget items tied to downtown appearance: Miss Rupert said she and Chris Johnson will visit South Saginaw businesses to discuss placing Walker Farms flower pots and distributing DDA-branded watering cans. The board received an update on a planned monument sign at South Saginaw and Maple — the project is awaiting survey staking and coordination with utilities before lighting or concrete work can be scheduled.
No formal budget transfers or contracting decisions were made at the meeting; staff were asked to keep the mowing/landscape funding line under review and to coordinate with DPW on maintenance coverage. The board set its next regular meeting for May at 8:30 a.m.
