Public works seeks $400,000 increase to landfill design contract and issues calls for guardrail, striping bids

Sean Riley, public‑works director, briefed commissioners on a contract amendment request and two capital procurement items related to roads and the county landfill.
Public works requested amendment No. 1 to the professional‑services agreement with BHC Consultants to increase the contract by $400,000, bringing the total not‑to‑exceed amount to $1,000,000. The additional funds would support advancing the Cell 10 landfill design beyond 30%—work that includes geotechnical, liner and gas‑collection design, hydrology, leachate studies and related technical tasks required for permitting and, ultimately, construction procurement. Sean said staff is working toward design completion and construction documents to support a 2026 construction schedule, and that some additional work (fill‑plan analysis, extra sampling, leachate studies) emerged after the original scope was set.
Public works also announced two calls for bids:
- Countywide guardrail installation (federally funded highway safety dollars) with an engineer’s estimate around $508,000; the larger portions of the project are planned for Little Klamath River Road and Shirley Gordon Road. The guardrail bid opens May 20.
- Annual striping project for arterials and collectors (plus selected secondary roads), estimated at about $647,000; the striping bid opens May 19 and work is scheduled to finish before Labor Day where feasible.
Sean said the county will use unit‑price contracting to allow later additions (for roadside hits or newly identified locations) under the initial contracts. Commissioners indicated general support for advancing designs and proceeding with the advertised bids; formal contract amendments and bid awards will return for board action at future meetings.
