At the April 16 meeting the council held two public hearings on unanticipated revenue: a $114,613 award from the State Homeland Security Grant Program for an emergency backup generator at the Butte Civic Center, and a $4,889 hazardous materials emergency preparedness grant to send firefighters and HAZMAT technicians to the IAFC Hazmat Conference in Baltimore.
Emergency Manager Lisa Carey briefed the council on the homeland security funds, saying the money was awarded from reverted grant funds and was used to purchase and install the Civic Center generator; the county received the additional funds in August 2024 but needed a budget amendment to record the unanticipated revenue. Carey said the generator has been tested weekly and is operational, with a 5 percent retainage remaining for final concrete work.
Carey described the $4,889 HMEP grant from the U.S. Department of Transportation as funding travel and registration for local firefighters to attend the IAFC HAZMAT conference; she requested a budget amendment to record that unanticipated revenue.
Public comment included support from a local resident who suggested staff return with conference learnings. The hearings closed with no opposition.
Council action: both communications were included in the consent agenda and the council approved the consent items by voice vote later in the meeting. The consent agenda passed 11-0, which carried the budget amendments forward for the standard resolution process and introduction to judiciary for formal action.
Next steps: county finance staff will amend the FY2024-25 budget to record the unanticipated funds and complete final payments to contractors after retainage items are finished; the HAZMAT attendees are expected to report back on conference outcomes.
