A finance staff member proposed moving surplus funds from the Westmoreland EMS station project into the ARPA account, which would free roughly $120,000 for the drainage project and address the current shortfall. Committee members agreed honoring the work already completed and reallocating funds to cover costs was the "path of least resistance" given project timing; they voted to forward the funding reallocation to the budget committee and to authorize the corrective action plan for procurement oversight.
The committee asked for further documentation and for the county engineer to provide a corrective-action plan and any additional change-order estimates at the next meeting.
