Common Council approves additional CDBG and CDBG-COVID appropriations for sidewalks and Civic elevator

The La Porte City Common Council on April 21 approved a resolution to appropriate Community Development Block Grant (CDBG) and CDBG-COVID funds for program administration, sidewalk improvements and replacement of the Civic Center elevator.
Council President Franke read the resolution and opened a public hearing; no members of the public spoke. City Engineer Nick Minnick described three appropriations included in the resolution: $41,556.48 for CDBG program administration; $198,316.40 reappropriated for sidewalk improvements (leftover from the prior year); and $241,379.34 in CDBG-COVID funds for Civic elevator replacement. Minnick said the CDBG-COVID funds were identified as eligible for elevator work because the Civic has been used for vaccination and testing and the elevator restores access and accommodates social-distancing needs.
Minnick said the $241,379.34 is the total balance available from HUD in the CDBG-COVID fund and that the council was appropriating the full amount so the city would not need multiple additional appropriations should bids and change orders vary. He added that if funds remain after the project they would return to cash for re-appropriation to other eligible projects.
A motion to approve carried with the council voting “Aye” and no recorded opposition; the council did not receive public comment during the hearing.
