Neenah council sets 6 p.m. meeting time, re-elects Borchardt as president and approves routine committee appointments and capital purchases

At its April 15 organizational meeting the Neenah Common Council adopted the previous council's rules with a new 6 p.m. start time, re-elected Brian Borchardt as council president, confirmed mayoral and council committee appointments and approved a bundle of capital purchases and public-works contracts. The Neenah Common Council adopted the rules of order from the previous council with one change: council meeting start time will move to 6 p.m. The motion to adopt the prior rules with that modification passed 9-0.
The council re-elected Brian Borchardt as council president by voice vote after Alderman Ellis nominated him and no other nominations were offered.
The mayor's slate of standing- and special-committee appointments and a series of council appointments were confirmed by unanimous votes; the council also swore in three aldermen whose terms run through April 2028.
Committee reports and several committee-recommended capital purchases and public-works contracts were approved as a group. Highlights of council-approved items included:
- Purchase of a CASE 580 backhoe from Service Motor Company for cemetery work for $106,275.66 (committee recommendation; motion passed 9-0).
- Neenah Police Department facilities work funded from the facilities capital improvement budget: new carpeting in administrative offices (not to exceed $61,009.37); administrative office upgrades (not to exceed $36,000); front desk upgrades (not to exceed $6,500); records room upgrades (not to exceed $48,000); and replacement furniture for the investigative services unit (not to exceed $8,500). Each item was moved by the Public Services and Safety Committee and passed 9-0 at council.
- Board of Public Works contract awards: hot-mix asphalt street repairs contract to MCC, Inc. for $89,559.50; intersection improvements (Church and Wisconsin Avenue) contract to Vinton Construction Company for $74,147.10. Both motions were approved 9-0.
Other routine items approved by unanimous consent included council minutes for March 19 and April 2, several mayoral appointments to boards and commissions (Park & Recreation Commission, Board of Review, Emergency Government Committee membership including county and school representatives), and organizational reports from standing committees.
The Plan Commission reported an ongoing review of the city's zoning code in the wake of a housing study; commissioners said they are evaluating multiple small code provisions that together can affect housing affordability. During the public forum, a resident urged city staff to coordinate with the Wisconsin Department of Transportation and the school district on pedestrian safety near Horace Mann Elementary.
Most formal motions recorded in the public meeting passed unanimously; no contested votes were recorded on the consent or committee items summarized above.
