County staff presented two bids: Beyond the Surface (incumbent) and Gillingham. Staff summarized line-item annual and multi-site rates for 2025 and 2026; the combined two-year total for Beyond the Surface was presented at about $141,829 and for Gillingham at roughly $100,604 for 2025 and $103,238 for 2026 (Gillingham’s lower total prompted the recommendation).
