Sheriff presents Spelman contract renewal, CIT MOU and no‑cost live‑scan offer; commissioners approve

Sheriff’s office staff asked commissioners to approve three items: a five‑year renewal of the county’s Spelman records-management/subscription service, a memorandum of understanding for a city‑county Crisis Intervention Team (CIT), and placement of a donated live-scan fingerprint/mugshot machine in the courthouse security office at no cost to the county.

The sheriff said the Spelman subscription is used for 911/dispatch and related records management; cost allocation among departments was described (county department ~36%, dispatch 36%, police 22% in the department’s presentation), and staff said the five‑year renewal and forecasted price increases (about 11% noted for the upcoming year) were budgeted. Commissioners moved to accept the renewal; the motion carried.

The sheriff also presented a city‑county MOU for the Crisis Intervention Team and said the county had signed its portion and only required formal acknowledgment; commissioners approved moving forward. The board also accepted a no‑cost live-scan fingerprint/mugshot machine to be located in the courthouse security office—staff said IT and security will coordinate placement and training; the motion to accept carried.

Staff said the CIT partnership is active in the community and that training and staffing are progressing; the live-scan device will shift some booking fingerprint work out of jail staff and into courthouse security to save jail staff time. Commissioners asked whether signatures were required and confirmed multiple signature lines existed on the MOU.
